HISTORY

It was experienced that both the trade unions i.e. NFIR & AIRF and their affiliate unions were not taking the issues related with reservation policy for SCs & STs and acting against the interest of SC/ST Railway Employees hence our leaders specially Sh.B.R.Ghera & other founder members constituted the All India Scheduled Castes & Scheduled Tribes Railway Employees Association & registered vide No. S/1517 on 19th of Sept. 1959 at New Delhi. This Association is a welfare organization and always takes active part in the social and national activities since its formation. This Association is dealing with near about 4.00 lacs SC/ST Railway Employees in all over Indian Railways and the organization of this association had already been organized upto Branch / Workshop / Divisional / Zonal level. Association was played vital role in the previous elections for recognition of trade unions and proved its existence.Railway Board has been provided certain facilities to this Association like two informal meetings upto Divisional level and an extra meeting at GM/CPO & AEN level, special passes and special casual leave to attend the informal meetings, Card passes to the President/Working President and Secretary upto Zonal level & extra pass to the
AGS-CEC, participation of representative of Association in the Housing Committees & Colony Care Committees and agreed for SBF Committee, provided office facility upto branch level including electric energy & new furniture in the offices. The Railway Board has already been provided PCs in the offices.

We can’t forget Pt.Jawahar Lal Nehru, Smt.Indira Gandhi, Babu Jagjivan Ram, Sh.Rajiv Gandhi, Sh.Madhav Rao Sciendhia, Sh.Ram Vilash Paswan who were extended full cooperation to this Association in their regime. We are very much thankful to Smt.Sonia Gandhi, Chairperson-UPA & Sh.Lalu Prasad Yadav, MR under their guidelines Sh.Naranbhai J.Rathva, MOSR(N) has protected our constitutional rights & strengthen this Association. Dear Shri Ghera,

I have your letter of the 20th May. I am afraid, it is not possible for me to go to Madras to open you conference there. I send you, however, my good wishes for this conference. I attach great importance to the advancement of Scheduled Castes and Scheduled Tribes in India. In order to bring this about completely, although we have to make the approach in different directions, the important thing of course should be education. It is education that provides many openings and gives a status to the people concerned. I hope, therefore, stress will be laid on the education of these castes and Tribes.
Yours Sincerely

Smt.Sonia Gandhi, President-AICC attended the Dalit Adhikar Sammelan organised by the All India Scheduled Castes & Scheduled Tribes Railway Employees Association on 27th February,2004 at Ambedkar Stadium, New Delhi. Press cuttings are as under:-

NEW DELHI (UNI): Congress President Sonia Gandhi on Friday called upon parties fighting against the injustice to Dalits to come together to make their struggle more effective. Without naming the Bahujan Samaj Party Mrs. Gandhi said if those who claimed they were working for the rights of Dalits joined hands with like minded parties their struggle would get a new momentum.

Ms.Gandhi was addressing the Dalit Adhikar Sammelan here. She also cautioned the Dalits against "such forces which form parties institutions in the name of their welfare but in practice work for their own interests. Claiming that the Congress was the only party that took care of Dalit interests. Mrs.Gandhi said it was Jawahar Lal Nehru who first brought forward the social justice agenda which was inspired by Gandhiji's concern to ameliorate condition of the downtrodden and later Dr.Ambedkar as architect of the Constitution did his best to secure justice to this class.
She said the social justice agenda was carried forward by Indira Gandhi and then she who first talked about reservation for the weaker classes. Her 20 point programme was in fact aimed at improving the socio economic condition of the Dalits she added. Without naming the BJP Mrs. Gandhi said if people cannot be provided jobs they should at least not be deprived of ones they have.

New Delhi: Congress president Sonia Gandhi on Friday appeared anxious not to jeopardise the possibility of forging an alliance with the Bahujan Samaj Party by retaliating against Mayawati's assault on Thursday. While the Dalit Adhikar Sammelan of the All India SC/ST Railway Employees Association provided her a fitting forum for mounting a counter attack, Gandhi pulled her punches.
While Mayawati had called Congress manuvadi, Gandhi restricted her attack to an oblique dig at the BSP. She deprecated individuals opening shops, even starting political parties for personal benefits. Although the remark appeared to be aimed against Mayawati, she did not name any body. She said the activities of these "individuals" only benefited themselves "Logon ko fayda nahin hota." The only answer to this was for like minded forces to come together.
Gandhi called upon the youth to speak up against injustice.

THE PIONEER
NEW DELHI: Saturday, February 28, 2004

New Delhi: Congress President Sonia Gandhi on Friday, in an obvious appeal to Bahujan Samaj Party (BSP) leader Mayawati, said "there was a need for forces fighting for social justice and equality to come together." Ms. Sonia was speeking at a rally at the Ambedkar Stadium in the capital on Friday, hosted by Congress backed All India SC/ST Railway Employees Association.
Ms. Gandhi's statement assumes significance coming as it did a day after BSP president Mayawati made a statement that the Congress suffered from anti-Dalit bias. "All those who are fighting against injustice and atrocities on the poor in the country must unite to provide social justice and equality for all section of the society said Ms. Gandhi. While addressing a crowd of more than 5,000 people from across the country. Ms Gandhi appealed to all like minded parties to contest the forthcoming General Elections on a single platform.
The Congress President, accompanied by Delhi Chief Minister Sheila Dikshit, received great applause from the gathering when she made a scathing remark on the Central Government for presenting "distorted" facts regarding the performance of previous governments.
Asserting that socialism was introduced in India by Jawaharlal Nehru. Ms. Gandhi further said, "it was Nehru who introduced the Five year plans in the country to make the nation self reliant in every field. Big industries were established across the country that provided youth with greater opportunities of employment. These industries, which became a barometer of India's development, are now being sold whereby the NDA Government has to its credit making employed persons unemployed."
Paying tribute to her mother in law late Prime Minister Indira Gandhi Ms. Gandhi in chaste Hindi. Ms. Gandhi said, "agar kisi ke dil mein garibon ke liye sachchi shradha rahi hai to wo thi Indira Gandhi"(Only Indira Gandhi had a real dedication to serve the poor).
"Years before Independence while Congress was not a political party but a party in the freedom struggle. Mahatma Gandhi started working for the welfare of the Harijans, Adivasis and the downtrodden of the country", the Congress President said.
Remembering Dr.Bhimrao Ambedkar on the occasion, she emphasised that Dr.Ambedkar worked for the welfare of the SC/ST and backward sections of the society as propounded by Mahatma Gandhi. "One should not forget that the policies of welfare was always advocated by the Congress Party" she remarked to the gathering amidst slogans "Desh ka Pradhan Mantri Kaisa ho? Sonia Gandhi jaisa ho." (The Prime Minister of the country should be like Sonia Gandhi).

HINDUSTAN TIMES
NEW DELHI: Saturday, February 28, 2004

New Delhi, February 27: Congress President Sonia Gandhi on Friday urged all like minded forces fighting against injustice and atrocities on the poor to join hands.
Sonia referred to Bhimrao Ambedkar, Jawaharlal Nehru, Indira Gandhi and Rajiv Gandhi and their contribution towards the uplift of SCs-STs. She, however, did not mention the BSP by name in her short speech to the SC-ST Employees Association in New Delhi on Friday nor react to Mayawati's recent diatribe against the Congress.
The Congress president hit out at the ruling coalition for disinvesting PSUs, falling to provide employment and "robbing the SC and STs of their jobs.
