Other Railway Board Orders onthe Subject –         Cultural          –    Scouts/Guides   Recruitment Against Cultural Scouts and Guides Quota     Instructions issued from time to time on the above subject have now been consolidated below for the information and guidance of all concerned.   2.The annual quota for recruitment on Cultural-cum-Scouts and Guides has been fixed by this Ministry on the Zonal Railways and Production Units as below:   (a) Cultural activities:   Group ‘C’ 4per Railway per year. 2per Production Unit per year. (b) Scouts and Guides :   Group’C’ 4per Railway per year.   1per Production Unit per year. Group ‘D’ Not more than2 per Division per Railway.                                     [No. E (NG) III/79/RR-1/25 dated 19.09.1979, E (NG) III/77/RR-1/50, dated 07.04.1980, E (NG) III/79/RR-1/25 dated 25.08.1980, E (NG) II/84/ RR-211 dated 14.09.1984 and E (NG) II/88/RR-211 dated 05.06.1989]   3.Powers for recruitment of Scouts and Guides in Group’D’ may I be delegated to the Divisional Railway Managers by the General Managers. [No. E (NG) II/86/RR-2/3 dated 26.05.1988]   4.The following qualifications/conditions would apply for recruitment of Scouts/Guides to Group ‘C’ and Group ‘D’ posts:   (i)A President’s Scout/Guide/Ranger/Rover, OR Himalayan Wood Badge Holder, OR   A pre-HWB Trained Scout Leader/Advanced Trained Guide Leader/Captain;   (ii)Should have been an active member of a Scouts Organisation for at least3 years in the recent past and continued to be active;   (iii)Should have attended at least one event at national level and/or two events at State level; OR   Should have a good record of participation in Scouts/Guides activities at Unit/District level;   (iv)Should fulfill necessary conditions regarding age, qualification, etc. for Class Ill/ClassIV appointment, as per the extent Rules;   (v)Written declaration may be obtained from the candidate that he/ she will serve the Scout/Guide movement in the event of his/her selection. [No. E (NG) II/86/RR-2/3, dated 26.05.1988]   5.Applications may be called for from those who fulfill the above qualifications with necessary certificates and separate tests conducted for Group’C’ and ‘D’ selections separately, if he/she so desires.   6. The General Managers may relax the age limit while makingrecruitment against Cultural/Scouts& Guides quota.  [No. E(NG)II/82/RR-1/32, dated 13.03.1984]   7.  While filling up the vacancies in Scouts/Guides cells, preference should always be given to persons who have sufficient training and experience in this field. With this end in view, suitable staff may also be sponsored for undergoing training programmes chalked out by the National Headquarters of the Bharat Scouts and Guides. [No. E (NG)H/84/RR-2/1, dated 14.09.1984]   8.This Ministry have no objection for the recruitment of more Scouts and Guides, if suitable persons are available, within the overall ceiling limit for Cultural-cum-Scouts and Guides quota referred to in para 2 above.               [No. E (NG) III/79/RR-1/25. dated 18.05.1982] 9.  General:   (a)While referring to this Circular, the original letters referredto herein should be read for a proper appreciation. This circular only a consolidation of the instructions issued so far and should not be treated as a substitution to the originals. In case of doubt the original circular should be relied upon as authority.   (b)The instructions contained in the original circulars referred to have only prospective effect from the date of issue unless specifically indicated otherwise in the concerned circular. For dealing with old cases, the instructions in force at the relevant time should be referred to; and   (c)If any circular on the subject, which has not been superseded, has not been taken into consideration while preparing this consoli­dated letter, the said circular, which has been missed through oversight should be treated as valid and operative. Chapter 5 of IREC Vol. I       1.   Subject: Appointment of Scouts against sports quota.   [No. E(NG) III-79 RR1/25. dated 19.09.1979]   It has been represented to the Board that wards of Railwaymen who are members of the Railway Wing of the Bharat Scouts& Guides Organisation and have outstanding achievements should be given recognition by provid­ing them employment on ‘the Railways. The Ministry of Railways have decided that wards of Railway employees who have outstanding achieve­ments in scouting and have won special awards from the President may be considered for appointment within the sports quota prescribed.     2.   Subject: Recruitment of Class III staff for purposes con­nected with Cultural activities.   [No. E (NG) III/77/RR1/50, dated 07.04.1980]   In the Ministry of Railway’s letter of even number dated21.09.1978, it was clarified that no direct appointment should be made for purpose of cultural activities as envisaged in Board’s DO letter No. E (NG) 59/RC1/70 dated 07.03.1960 The Ministry of Railways have reviewed the position and have decided that the powers of the General Managers to recruit Class III staff not exceeding6 in a year(3 in the case of Production Units) for purposes connected with cultural activities should be restored from the current year (viz.1980).   3.   Subject: Appointment of Scouts against cultural quota.   [No. E (NG) III/79/RR//25, dated 25.08.1980]   The Ministry of Railways vide their letter No. E (NG) III/77/RR1/50, dated 07.04.1980 had authorised General Managers to recruit Class III staff not exceeding6 in a year(3 in the case of Production Units) for purposes connected with cultural activities.   The Ministry of Railways have now decided that out of this quota2 (1 in the case of Production Units) should be filled from among Scouts and Guides with high scouting qualifications and who have received special awards.   4.   Subject: Appointments of Scouts against cultural quota.   [No. E (NG) III-79/RR1/25, dated 17.05.82]   The Ministry of Railways vide their letter of even number dated 07.04.1980authorised Railway Administrations to recruit class III staff not exceeding 6 in a year(3 in the case of Production Units) for purposes connected withcultural activities.   Subsequently, the Ministry of Railways vide their letter of even number dated 25.08.1980  decided that out of the above6(3 in the case of Production Units)2 (1 in the case of Production Unit) should be filled out of Scouts and Guides with high scouting qualifications and who have received special awards. The Ministry of Railways have now decided that if suitable persons are available, you may recruit more Scouts and Guides within the ceiling of6 in a year(3 in the case of Production Units) fixed as per Board’s letter of 07.04.1980 referred to above.   4A   Subject: Relaxation of age limit   [No. E(NG) 11-82/RRI/32 dated 13.03.1984]   Attention is invited to Ministry of Railway’s letter of even number dated24.02.1983. It has been stipulated therein that the General Managers may relax the prescribed age limit to the extent warranted and justified while recruiting outstanding sportsmen against sports quota. A question has been raised whether the General Manager can grant relaxation in age while making recruitment against the annual quota of six prescribed for purposes connected with cultural and Scouts& Guide activities.   The matter has been carefully considered by the Ministry of Railways who have decided that as in the case of appointment, on compassionate grounds and appointment against sports quota. General Managers may relax the age limit while making recruitment against cultural or scout/guides quota.   5.   Subject: Recruitment of Scouts against cultural quota.   [No. E (NG) II-84/RR2/1, dated 14.09.1984]   Reference this Ministry’s letter No.E (NG) 111/79/RR1/25 dated13.05.1982 on the above noted subject.   The Ministry of Railways have reviewed the matter further and they have now decided that General Managers of Zonal Railway Administration may recruit not more than two persons per Division in Group’ D ‘(ClassIV) posts in Unskilled or semi-skilled category subject to the candidate for appointment fulfilling such scouting qualifications as may be prescribed by the Railway Administration in consultation with the State Chief Commis­sioner for Scouts and Guides. The minimum qualification should however, preferably be a President’s scout besides other educational/technical quali­fications and experience, if any. This will be prescribed for each post. This power can be delegated by the General Manager to Divisional Railway Managers for recruitment in their respective Divisions.   2.   While filling up the vacancies in Scouts/Guides cells, preference should always be given to persons who have sufficient training and experience in this field. With this and in view suitable staff may also be sponsored for undergoing training programmes chalked out by the National Headquarters of the Bharat Scouts& Guides.   6.   Subject: Qualifications for appointment of Scouts and Guidu to Group ‘C’ and Group ‘D’ posts against the cultural quota.   [No. E(NG) II/861RR-2/3, dated 26.05.1988; RBE 111/88]   Attention is invited to the letters No. E (NG) III/79/RR 1/25, dated 19.09.1979; E (NG) III/79/RR1/25, dated 25.08.1980; E(NG)III/79/RR 1/25, dated 13.05.1982 and E (NG) II/ 84/RR2/1, dated 14.09.1984 which prescribe the President’s Award or other Special Awards besides outstanding achieve­ments in Scouting for appointment of Scouts/Guides to Group ‘C’ (to be adjusted against the cultural quota). Instructions also exist for recruitment of Scouts and Guides in Group ‘D’. A question has been raised by Railway Administration whether the same consideration can be given to the Scouters and Guiders who have passed the Advanced Training Courses as are given to the winners of President’s Award or other Special Awards, in the matter of recruitment against the aforesaid quotas.   2.In this context, the Railway Board have reviewed in some detail, the qualifications etc. for recruitment against the quotas referred to above. They have now decided that the following qualifications/conditions would apply for recruitment of Scouts/Guides in Group’ C’ and Group ‘D’ posts:   (i) A President’s Scout/Guide/Ranger/Rover; OR Himalayan Wood Badge Holder; OR A pre-HWB Trained Scout Leader/Advanced Trained Guide Leader/Captain (ii) Should have been an active member of a Scouts Organisation for at least3 years in the recent past and continued to be active; (iii) Should have attended atleast one event at National level and one or two events at State level; OR Should have a good record of participation in Scouts/Guide activities at Unit/District level; (iv) Should fulfill necessary conditions regarding age, qualification etc., for Class-III/Class-IV appointment, as per the extent rules; (v) Written declaration may be obtained from the candidate that he/ she will serve the Scout/Guide movement in the event of his/her selection. (vi) Since there will be a number of aspirants, it is necessary that applications are called for from those who fulfill the above qualifications with necessary certificates and separate tests con­ducted for Group ‘C’& ‘D’ Posts to select the best amongst them. There should be no ban for any person to appear for both Group ‘C’ and ‘D’ Selections separately, if he/she so desires.                                                                                                                                                                                        7.   Subject: Recruitment of Scouts & Guides against Cultural-cum-Scouts & Guides Quota.   [No. E (NG)II/88/RR-2/1, dated 05.06.1989; RBE 146/89]   Attention is invited to the instructions contained in the letters (i) E (NG) III/ 77/ RRV 50, dated 07.04.1980 (ii) E (NG) III/79/RRI/25, dated 25.08.1980 and 17.05.1982 regulating appointments against Cultural-cum-Scouts Quota on the Railways. In their letter No. E (NG) III/79/RR-1/25 dated 17.05.1982, the Ministry of Railways had directed that if suitable persons are available, Railways may recruit more Scouts and Guides but within the ceiling of6 in a year3 in the case of Production Units) fixed as per Board’s letter of 07.04.1980 referred to in the margin.   2.The question of increasing the Scouts& Guides quota from the existing two per Zonal Railway, has been under consideration of the Board for sometime.   3.  After careful consideration of the matter. Board have decided that on the Zonal Railways, the Scouts& Guides quota may be increased from 2 to4, keeping the Cultural quota at the existing level of4. In other words, the revised Cultural-cum-Scouts quota for Zonal Railways will be8 (eight) i.e. four(4) for recruitment in connection with cultural activities and four(4) for recruitment of Scouts and Guides.   4.  The other instructions in this regard remain unaltered.   8.   Subject: Recruitment against Cultural/Scouts and Guides Quota (Supplementary Circular No. 1 to Master Circular No. 7)   [No. E (NG) II/90/RR-2-1, dated 06.07.1992; RBE 109/92]   Attention is invited to para2 of Master Circular No.7, circulated vide Board’ s letter of even number dated22.10.1990, wherein th annual quota for recruitment on Cultural-cum-Scouts and Guides has been fixed by this Ministry on the Zonal Railways and Production Units as under:—   (a) Cultural activities:   Group ‘C’ 4per Railway per year. 2per Production Unit per year. (b) Scouts and Guides :   Group’ C’ 4per Railway per year. 1per Production Unit per year. Group ‘D’ Not more than2 per Division per Railway. 2per Production Units per year.   2.Board after careful consideration and review of the matter, have decided to freeze recruitment completely against Cultural-cum-Scouts and Guides quotas with immediate effect.
